Policy Writing

Health & Safety Policy Development

A Health & Safety Policy is a fundamental document that demonstrates your organisation’s commitment to protecting employees, contractors, visitors, and the public. It should be a bespoke, practical document that reflects the full scope of your operations, specific hazards, and regulatory obligations — not a generic template.

A well-developed policy helps you comply with legal requirements, reduce risks, improve productivity, and build a strong safety culture.

Structure of a Health & Safety Policy

Your policy will typically consist of three core sections:

Part 1 — Statement of Intent

This section sets the tone for your organisation’s approach to health and safety.

It includes:

  • A formal declaration of commitment to health, safety, and wellbeing

  • Compliance with applicable legislation and standards

  • Commitment to continual improvement

  • Allocation of adequate resources (time, personnel, finances)

  • Communication of the policy to all stakeholders

  • Signature and endorsement by the Managing Director or Senior Executive

This statement confirms that health and safety is a top organisational priority.

Part 2 — Organisation

This section explains who is responsible for what within the company.

It typically includes:

  • An organisational chart showing reporting lines

  • Defined health and safety roles and responsibilities

  • Duties of directors, managers, supervisors, and employees

  • Responsibilities of contractors and visitors

  • Arrangements for consultation with workers

  • Identification of competent persons for safety matters

Clear accountability ensures effective implementation of the policy at all levels.

Part 3 — Arrangements

This section describes how health and safety will be managed in practice.

It outlines the systems, procedures, and controls used to manage risks, including:

  • Risk assessment processes

  • Safe systems of work

  • Incident reporting and investigation

  • Emergency preparedness and response

  • Training and competency requirements

  • Workplace inspections and audits

  • Hazard identification and control measures

  • Occupational health provisions

  • Monitoring, review, and continuous improvement

Supporting procedures, forms, and guidance documents may be attached or referenced.
